Can't Successfully Mod Racial Abilities -please help

I'm trying to mod The Terrain Alliance's +30 diplomatic racial ability to +0. I've edited it in the race configuration files and in the default mods file; but every time I start a new game, I see the +30 to diplomacy for the Terrain Alliance.

What am I doing wrong? Thanks in advance

One problem might be the residual .RACECONFIGXML files stored in the My Games folder. Delete them, then see what happens.

Yea I've gotten bit by that one before.  Those files overide any settings in the RaceConfig.xml file.  I routinely clear those out of the "My Games" folder for that reason.  Also make sure mods are enabled and the game is actually loading the file you're working on.  It will default to the original file if it can't find it.
