I did a search for this but was unable to find any info so sorry if it's out there already!

Question: How does the military timeline calculate your military strength? Is it based on attack only or attack + defense or something else like total # of ships/ship size, etc?

I want to find out the best way to have the highest rating and the formula used will affect how I build up my military to keep other nations at bay (so I look real buff!).
