I don't think they do, but can somebody confirm?
-If so, what is the advantage to sending out full colony ships? Is it only that when the time comes, that civ can send out its own colony and troop ships.

And on the subject of citizens and taxes;

-What is the formula for population growth?
-If higher populations reproduce more rapidly, then there is some bonus to shipping full colony ships, since then the colony will grow faster, and so pay more taxes.
-What is the formula for population taxation?

Population in space pays no taxes. You can see your population and economy graphs dip when ship people off. The advantage to filling your colony ships is that the population on the new colony will grow quicker.

Population growth depends on current population, morale, and pop growth ability. Growth rate is directly proportional to population up to about 2.5 billion people, and capped above that. Then there is a percentage bonus based on morale: 25% if morale is above 75%, 100% bonus if morale is at 100%, growth stops below 40% morale, and population shrinks below 20% morale. And all this is multiplied by your pop growth ability.

Taxes are proportional to the square root of planetary population, multiplied by planetary economic bonus, multiplied by civilization economic bonus.

I think that's how it all works.
