Game crashes at launch when Vsync enabled for Full Screen and Window mode

I've been trying to track down why Galactic Civilization on Windows 11 was continually crashing upon launch. This was only happening on one of my three systems, so I went about trying to identify the differences between them. I reloaded Windows 11 on the system it was crashing on, tried changing resolutions, etc with no luck. I was going over the differences in my Nvidia graphic driver setting and noticed that I had enabled Vsync in both Full screen and Windowed mode (I beli
