Whenever I play GC4 Supernova I see this Flag Ship design show up in my ship yards, but it's not build-able and I can't select it and use the button to obsolete it. I participated in the beta for GC4 on Epic over a year ago, and at some point players were able to design and build their own flag ships, so I'm pretty sure I did that. Did you just capture an enemy capital? There's a cultural trait the AI might have that causes all players to declare war on you in that case.
There's also a relatively new anomaly generated vault artifact that lets you increase crime on an opponent's planet. The AI could be using that against you.

You can make it a colony and use an orbital improvement to harvest the Harmony Crystals (after getting the right tech). Why make it a core world?

Update for Supernova 1.72. The achievements listed as not working are still not working, and the "Complete a Minor Civilization Quest" should probably be removed for Supernova since minor's don't give quests anymore.
Are the buildings that "magically" show up the ones that normally can't be built on your starting planet? I wonder if there's a bug where there visibility is being determined by the presence of the capitol building instead of a check for the planet being your starting planet.
It's not a faction perk. You have to earn culture points and choose it from the right culture tree.

Yes, it's on the manage planets window. It appears in the "Available Projects" list. And my mistake, it's now on the lower right. Unless it's been changed recently it should appear on all your core planets until you scan enough of them, then it will disappear.
There should be a button in the lower left part of the planet window that says "scan planet".

As I understand it, from what Brad Wardell has said here on the forums and in the Discord chat, yes, the art is generated by AI, but the AI they are using is trained only the art produced by Stardock artists, in order to avoid any copyright claims. In the months since Supernova was released I've noticed the variety of portraits produced has improved, and I hope it will continue to do so.

As far as I know, the way it is now, you have to carefully watch the notifications and/or periodically check the other civ's opinion of you (at least for open borders).
