If you mean the Finderbar there is nothing that simulates in 100%. The closest I've seen is the Finderbar Add-On by Landvermesser. You may be able to edit/add apps to it but, I'm not sure. Last I heard that is being worked on. In my experience some work and some don't but, usually the problems occur for me when I move the taskbar to the top of the screen... where it belongs.

Grid Object - Align/Snap to Grid in DesktopX WinCustomize Forums
