Social Projects in Space

I had a ship sitting next to a computer player's system. I noticed a little square icon moving towards the system like a ship. It even said "autopilot" next to it.

When I clicked on the icon it's name was "Soil Enhancement [Russom I]". Does this mean Social Projects can be built on one planet and shipped to another? If so, how do I do that?

My mistake.

The little box was a sensor drone. It was a design I had never seen before.

I looked at the wrong spot on the screen. Next to the spot where it describes the ship is the message box. I read the message box (saying I had just built a Soil Enhancement) rather than the ship controls.
