I started a new game under 3.20, and now I have both a Science Advisor and a Minister of Technology, a Colonial Secretary and a Minister of Colonization, as well as a Defense Secretary AND a Minister of Defense. They provide identical buffs.
Starting sector is also too small, but still better than the huge ones in earlier builds.
