Is this normal? All diplomats harming, not helping, relations

It's not just the Baratak this is happening with. Every single one of these civilizations has a -1 or -2 being caused by my diplomats. I don't think it's as a result of some faction trait/ability my civ has, because I was using this same civ in my last game and they were green positive effects.

The only difference is this game was started after the recent update/DLC (which I own), and the last one wasn't. Is this a new bug (if it's a bug), or did it exist before?

I haven't seen this reported elsewhere so it seems a bit peculiar, Ill ask the team for details once they are back in office Monday, for now could you share the related save file?

It is the strangest thing. My entire game so far (which I just gave the devs the save game for) has had the issue, but then just yesterday I resumed playing it and the diplomat modifiers have gone back to being positive and green again.

maybe too low social skill? or maybe there is harming perk for your leader?

There is an event that lowers diplomacy could be that.

No.It's the diplomats as it goes when you take theme away from civ.

I have never seen this happen in the game.

If I had, I would have defintately reported it.

This is actually an event.You get a - diplomatic units for 36 months event.Rather than just effecting the faction who you had the event with it effects every faction.
