I am playing as the Xeloxi and, as the first screen snapshot below says at the end of the text section, "Every Xeloxi is a criminal and generates Crime." As expected, the description says the citizen is a criminal and generates +3% crime. So far, so good.
The second screen snapshot shows another citizen of the same core world. This citizen is also Xeloxi, but it is not a criminal and does not generate crime. Not only that but, as shown in the third screen snapshot below, the citizen's happiness is being reduced by 65% because "There is too much crime".
What is going on? How can a Xeloxi citizen not be a criminal and be unhappy with high crime?

To reproduce the issue:
- Load the save file
- Go to the core world named "Alsciaukat III"
- Look at the first citizen named "War Li". He is not a criminal.
