Not all citizens shown in planet management screen

Playing the Yor mission I notice that I don't see all citizens when cycling through the core worlds:

The number of citizens on the first core world selected seems to limit the number shown on the other core worlds when cycling through them with the right-arrow key or corresponding button.

When cycling through the planets like that it's not only the citizens that don't show, improvements available to be built suffer from the same bug.
