They have stated they are working on this. They are also working on many, many other complaints.

IMHO most should be put on the "when we get around to it" list.

This is not one of them it is critical as players need access to bad pops for constructors and good ones for Colony-ships.

How does that work, btw? Do you send your criminals to constructors and then Outland happens? (The Sean Connery movie, hur hur.) What happens if I put criminals on the Colony ships? I have literally no idea so I'm just randomly assigning people to those ships for the most part.

No I send my high expectation cits to starbases and my high stat cits to colonize. My criminals I throw out the airlock err sorry imprison and make them ex-cons. Have only started doing that so will probably end up sending them to start colony worlds.

Do not use criminals to colonize new planets unless you have a prison improvement to use because you'll just create new criminals on a new world. Getting the Orbital Prison solves most crime problems.

I definitely use them on constructors, no down side to that that I've seen.

Got the Outland reference Colonel. That's not one of his best movies, but I love Sean Connery.
