As far as I can tell this discovery has no impact on Research or Influence, so the tooltip 0%'s are correct, but given the wording I think you need to fix this.

I think it's great that you can use the AI to generate more quests, lack of repetition will make the game more interesting. We'll always be happy to point out the moles that need whacking
Here's another one that I think has been reported. No tooltip telling player what it does. I tried checking but I can't see that it does anything.
Another with no tooltip - this one may actually be ok if it means that another event will open in a few turns, but I don't think new players would realize that is the outcome.
