[1.05] Distance calculations are 1 hex short

Title: Distance calculations are incorrect

Version: 1.05

Details: In the screenshot below this constructor is 5 tiles away from a Thulium resource. There are no lines connecting to this resource nor do I have an option to build a mining starbase. However, the starbase range at this point in the game is 5 so this resource should be connected. The same behavior is noticed with the short range missile volley ability where the effective range should be 3 tiles from the tooltip of the Harpoon missile. However, I need to close to a distance of two tiles to use the ability. 

How to reproduce: Build a constructor and move it out 5 hexes of the starbase resource. 

Variation: Create ship equipped with short range volley ability and get in range of a target within 3 hexes.

I believe it starts counting with the tile the constructor is in. This is actually why we added the lines, it was do nebulous to see the range without them, and we don't want players having to count them.

I think it is a bug, as your way would make the full hexes to the right and left out of range even though they are completely in the circle.

I know the next hex right and the next one left are not in range as they are in the sixth hex even though the circle cuts through them.

I believe this is what is happening to the hex in question even though it is in the fifth hex and "should" be in range, thus a bug.

@Illauna All that said your placement of the Starbase was not optimal the only possible reason to place it that far from the resource would be ship range and one hex is not worth missing it. You will have a tech later and there is an ideology perk that will increase SB range and you will get the resource latter. You will miss out on "improvements" though.

Lol I only placed it there to reproduce the bug although sometimes it's better to do something like this anyways to make it easier to defend.

The lines do help with mining bases but when your placing economic starbases, or military given they defend colonies, you will not see the lines. So this is can be a problem because it's not how most people expect hex distance to be calculated. That being said if this is working as designed I will consider it for future playthroughs.

You should be able to build a mining SB there, so it is not working as designed thus a bug.

It might be working as coded though.

If it is a mistake in the coding, then that is the bug/goof.
