It would be nice to group the percentile and flat values in the tool tip and show more subtotals and align them by the decimal point.

Something like this:

------ Tourism                         5.20%

Later in the game when you have a large number of effects, it would help a lot and not have a calculator next to my desk. For instance this next image is very late in the game. There is no rime or reason how everything is grouped up.
