starting with .92, going to the commander screen shows no ships or available leaders:
Are we supposed to research some tech? Not sure if this is a bug or something new that I need to do...
If you are playing a custom civ, you probably missed selecting a commander ship set. It's a pull down list on the second tab when you're creating your civ.

Im not able to repro this with 0.92. It would have been an issue if the civ was created with an earlier version. But any civ created with 0.92 or later should have a default command ship selection, even if the player didn't specifically pick one.
