If you're really talking about GC4, then (a) only core worlds can build shipyards, and (b) you build them as a planetary project (small button in the lower left corner of the planet window) not with constructors.  The structures are built by dragging an available improvement from the left part of the window to an available tile on the planet.

For some reason I can only improve tiles, but I can't build structures or shipyards - even with constructors.

There's nothing on the left, though, that would let me build.

You've got a UI bug. There's supposed to be a pic of your governor on the top left, planet stats underneath that, available buildings under that, and projects like the shipyard on the bottom.
