Here are 2 screen snapshots of another starbase that is studying 2 Research Relics so I don't think it is a matter of not having researched a tech yet.

You cannot build a module to study a relic unless the starbase has a relic in it's area of influence.  The second screen snapshot in my second post shows that the starbase has 2 Research relics.  The second screen snapshot of my first post does not show any relics.  The question is, why doesn't the starbase in my first post show that it has a Research relic when a Research relic is clearly inside the circle of influence for the starbase?

I've looked at the screenshots and may have the answer.  I first thought that another starbase had already claimed the relic, but the tool tip in the first screenshot would show that.

I then looked carefully at the ring around the starbases and noticed something.  For the one that works, the ring is well past the relic.  For the one that doesn't work, the ring doesn't reach past one small part of the tile with the relic.  The tile isn't 100% inside the ring, so I'm going to guess that means it is considered to be the same as not being in the ring.  If it's not in the ring, it can't be studied.

That's the only answer I can think of.

Suggestion for the developers:

If, as you move a constructor, the circle around the constructor does not accurately indicate which resources and relics will be captured if you turn the constructor into a starbase, perhaps you could visually indicate which resources and relics will be captured by highlighting them in some way ( background color change, brighter color, enhanced border, etc.).  Either that or stop using a circle and instead outline the cells that would be affected if the constructor were to be turned into a starbase.
