What does the number on top of the leaders button mean? Its on the upper right of the button. For the other buttons like Ideology or Executive Orders it means I have an option to choose from but when I click on the leaders button it just gives me the options to recruit or assign leaders and the number never goes away?

As far as I can figure it is the total number of leaders you have, both assigned and purchased, and perhaps available.
