Victory Conditions Windows Is Empty In 0.65

I noticed that version 0.65 just downloaded so I started a new game and took the options to use my previously saved galaxy settings. Everything looked good (I like the new sliders) until I clicked on the Victory Conditions button and got the following empty window. Just thought I would let you know.
