I like the idea of allocating a certain % of Production - or a certain bc value of Production - Per Turn but only done Empire-wide.
On the Main Screen, Up/Down % arrows beside every possible Building/Resource/Artifact that can be built. You take 10% off Building C, so it's now 90% and will take 4 Turns. Buildings A and B now take 2 Turns. Taking 10% of Building B make Building A 1 Turn, Building B 2 Turns. Etc.
And Governor Ned might be a bit peeved if their pet project on Core World 4 suddenly gets delayed 2 Turns for Governor Jimbo's pet project on Core World 1. So there's a price to maybe be paid for being too "Listen here Governors! I'm boss!" by doing that...
Is it too Planetary Production Wheel like? I don't believe it is in terms of the Amount of Production your Race can produce (so no 2000 Production Per Turn power) and you're allocating %s on an Empire-wide scale, not Per Planet scale, but my idea does lean towards those who worship at the Alter of Min-Maxing Every Single Turn To Maximise The Maths To My Advantage as you can change it Every. Single. Turn. And....as I think about it, the bigger the Empire, the more Buildings/Resources/Artifacts there'll be to show and the more ugly it'll look on-screen and cover other information up.
But maybe there's another way of temporarily altering Production priorities that's not 100% Quick Build? Or make my idea something that can only be done every so often like Control Point usage?
