Tourism: Does it still have to be enabled?

So the technology in game still says it unlocks tourism, but I have not noticed any change when I research it (other than building the Port of Call).  In previous iterations, the tech would actually generate tourism at each planet.  Now it seems that they don't unless you  build a tourism specific building (Port of Call/Paxton's Emporium etc).

Am I missing something here?  Doesn't Paxton's still generate tourism if you build it prior to researching the tourism tech? 

If you were build a custom race with bonuses to tourism, would that change how it operates at all?

You have to build a Port of Call on each planet for it to actually take advantage of Tourism.

Paxtons and Import/Export will still produce tourism income without researching the Tourism tech.  The greater your influence, and the more hexes you influence which are connected to your homeworld, the higher tourism income you will make.  There is no "activation" of tourism any more, they just didn't take it out of the tech description.  Though the Port of Call helps greatly, if you will want to make really good tourism income (it will surpass banking and trading if you build it on many of your planets).
