Why cant a user reset these types of things by themselves via account/product download page without having to depend on anyone?

Because it is a system to prevent unauthorized usage . . and resetting it themselves would not have the oversight needed to verify appropriate usage.

Further, in cases where activation are caused by software problems it allows us to identify and fix those issues.
