Why doesn't tab cycle through ships?

Hi I have ultimate edition, dl'ed recently. I would like to cycle through ships that have not moved with a keystroke. Looking on the Wiki for GalCivII I see that 'tab' should do this on main screen. This doesn't work for me Is there a more official list somewhere of keystrokes? I don't see in manual.

Please advise. I really don't like hunting for every ship each turn.
