I-League immune to culture?

I've got a good game going, the first one where I didn't get smashed by the AI. I accidentally created a moral problem on one of my planets and to fix it I shuffled a couple billion of them off on a colony ship to a class 14 world (it's late game, all the good worlds are taken). A few months later, this world defected to the I-League.

No problem, I thought, this world's in the core of my empire. The cultural pressure there for them to defect back ought to be enormous. I had a starbase there, there's a galactic resourse in that sector, so I built up all the culture modules, up to and including the start of the Culture palace. In addition, I built a second starbase, and maxed out its culture modules too.

But the world remains steadfastly I-League, even with a morale of only 38. I have a battleship and a dreadnaught parked right next to it. I still don't see the culturally rebellious icon. I've assimilated a major empire through cutlure already, and several other worlds of a second major race as well. There's a minor race that's feeling the pinch too, and it's on the edge of my empire with no starbases bordering their sector. So it's not that minor races can't be culturally influnced. Is the I-Leage immune or do they have very high resistence to such things?

Before the planet defected, there were no cultural resistence projects on the world, not even soil improvement was complete.

Any help or suggestions will be appreciated. :)

The I-League probably isn't 100% immune, but I'm sure that their setup factors probably have a very high culture resistance, so as soon as your colony defected, they gained that resistance.

minor races in general seem to have a huge culture resistance. it is possible for them to defect, but you need a MASSIVE amount of influence in the sector.

The I-league is not totally immune but its really rare one will defect from them. I suggest building another one or two starbases with maxed out culture in that sector that should turn the tables in your favor.

I had four good planets in my sector, but due to mismanagement on my part two of them defected early on (accidentally colonized the 1 planet instead of the 14 planet by mis-click).

Notwithstanding the error, I continued on my merry way, intending to woo them back with my cultural trinkets. ("Ooh, an interstellar waterpark! Those Terrans are so... creative!")

It took not one, not two, but three fully culturalized starbases before one planet defected back to the fold. A fourth starbase in an adjacent sector finally lured the second planet back. It probably helps that I was also funding destablization of their little association.

A third planet two sectors away is unhappy, and the cycle of trinkets on a starbase is ongoing for them as well. Influence does matter a great deal in winning them (back) to your side.

Thanks. I'll get to work on more starbases and more culture. But just as an aside, this world is now the last one for the I-League, and my influence in that sector's well over 3000. How high do I need it to be?
