Close to Arceans?

You can get friendly (or unfriendly) with another race by simply maintaining an alignment that mirrors one, or is the opposite of another. For instance, with no trades (or traderoutes), etc.. just by being 'good' (getting the 'good' interface), the Alexians become friendly to me, and the Yor cool. The Arceans are neutral.
So I am just curious.. since I've not done it yet, but is it possible to get 'close' to the Arceans by staying on a neutral path? I would make sense to do so, imo. Is this done by typically taking the 'middle choice' when faced with a morale decision when colonzing a system?
Has anyone gotten close to the Arceans simply by being 'neutral'? Just very curious. I might try when I get home.
Kinda funny.. I have the Star Wars Galaxies Beta, but while they work on server issues, it is easier for me to play GalCiv. Even when it IS up and running.. I am often playing GalCiv. Kinda scarey.. maybe I need therapy. LOL
