Trying to understand custom ship templates

Let's say that I create a custom race. At the point where I am defining the appearance of the race, I can chose to modify the ship templates. HOWEVER, it seems that I cannot actually edit the ship templates while in that selection screen. At what part of the game is a player allowed to go into the shipyard and craft all of the appropriate ship template types in order to use them for custom races?
