Beta 5B Lockup

I just had a lockup following a UP meeting and vote. After the vote I saw the main map and then everything locked.

I've ziped the debug file along with the AutoSave and PrevAutoSave game files and I'm sending them to Brad & Cari. (I autosave every turn to try and catch these lockups
