Create and Delete Rally Points

Does anybody knows how Rally Points could be set and how they could delete. I wonder how difficult this system is. I want to bring new ships to a Rally point and they should create fleets automaticly and should sleep too till I wake them up. What I watch in the game is that I am unable to delete a Rally point that should become useless. Any ideas?
