There really should be a very selective AI reaction, which makes wiping out the owner of the terror star max priority. And if you use it, you are automatically at war with anyone who isn't your ally.

It should put you at war with all other races. Every other race should think that one of their planets may be next, even your allies.

For strategic play I think removing planets/resources is a bad idea. The fact that players need to compete for these resources is what makes the game.

Alternately a Terror Star can be a population control. Say it slowly pours out radiation or poision into a planet's atmosphere. Gamewise this would not remove any resources, but be a good way to hinder influence/economic/industrial capacity.

No matter how this ends up it's a pretty evil thing to do & should have ethical consequences.

You should not make vague guesses about the legal system.destroying planets is a theme in much science fiction. Including games, movies, novels. Master of Orion 2 Had a weapon that destoyed planets...there was not a lawsuit.
