I played using a Custom race.

I started in a corner and played for 68 turns gradually colonizing my way towards the middle of the galaxy. During this time I had colonized 10 planets and built 3 mining starbases on galactic resources. When I encountered the first AI opponent, the Altarians, they had only colonized 1 additional planet in their home system. There were also 4 galactic resourses quite close to their home system none of which had been claimed. After 68 turns this seems really odd. I then sent my Flagship to scout out a couple other AI opponents the Yor and the Torians. Both of these races had also only colonized 1 other planet in their home system.
Something is obviously wrong with the AI in this particular game, possibly a combination of settings I am not sure. Before I installed the Beta this had never happened before and I have played quite a few games using similar settings. I did press Ctrl-N several times to reset the map before I played, hasn't been a problem in the past but only thing I can think of that might have messed things up.
