The social waste issue in 1.1

I noticed in the 1.1 history, it mentions that the unused social production goes into military production now. However, does the unused military production(if there is any) still go into the treasury as planned? I see no mention of this, but I remember it being thrown around as a feature that would also be implemented in 1.1.

You are not charged for unused military production, the same as it was before. So no worries.
