Aproval rating lost - WTF ?

Hi

I had aproval rating about 85%. I saved game and exit to desktop.
After I launched GalCiv2 and loaded my game what I see ?! Aproval rating only 50% !!!!! My tax rate is about 35% ! What is going on?
