I've noticed that several of the race abilities can't be modified when creating a custom race.

You can't create a race with a loyalty factor as nearly as high as some of the major races. You can't affect minituraziation (or however that's spelled). Is there some reason that the custom race can't utilize all the same abilities as the major races?
