My question is in 2 1/2 parts:
1.) If I disable Cultural Victory, is there still any benefits to building culture starbases?
1a.) And if so, what are they?
2.) If there's *no* benefit to building culture starbases if Culture Victory is disabled, will the AI-controlled races know better than to build them?
