I don't understand your point. Have you tried to click on a title:
- if nothing is build, the icon on the right correspond to all available improvemnt taht can be buid
- if something is queued, it is selected in the queue, and you can move it up in the queue, move it down, buy it or remove it from the queue
- if something is built, the list on the right will allow you to decomission it or to upgrade it
why would you need a right click?
