It is frustrating that there is no in-game way to transfer (or take) control of a starbase.  This seems like an oversight. 

I may want to give control of a starbase to an opponent, or I may want to buy one from them.  Maybe I want to sell it.  Maybe I want permission to build one in their territory and would be willing to pay for the privilege. It is frustrating that the only choice is all out war. 

In RL bases are transferred all the time without war.  They can be created in other people's territory.  They can even be shared. There can even be trade agreements for specific resources...

Can we please expand  the usability of starbases.
