The disclaimer here is I could be missing information I could find in the game somewhere or I'm doing something wrong but if so, that's still the problem.

I get a new weapon upgrade and I want to quickly regrade a couple of ships.  An old design popped up with the new weapon.  Great, I'll use that.  So, a, what's the doctrine?  I don't know.  I don't know where to look in the game to show me.  That's ok, I'm just upgrading an existing design will have the doctrine.  Or will it?  It looks like it gets reset to default.  The ship design and the purpose I created it are gone

Ok, I can just make a new design but there goes my easy component upgrade.  In fact, it seems that upgrading is gone.  If I want to change 5 ships, I have to create 5 new designs,  ten then ten.  But I just want to swap one thing.  So now the nice new feature has made upgrading ship undesirable.  That's a step backwards.
