When playing the Korath mission online the event that gives you the war monger building builds the building. When playing in offline mode, the war monger event does not build the building.
Have you been able to consistently recreate this?
Yes, I tested several times. Start the mission, the war monger event happens within about 5 turns. Try online and then offline. The building gets built or not on your home world.
