This is for version 1.11.366105

I never had this problem until recently, so I think it started with version 1.11. In the Galaxy Settings screen, there are numerous choices on how often certain things appear. My choices from the previous game have always been active when I start a new game, so I rarely looked closely at them. I began noticing that the choices I made for Black Holes and Nebula were different a lot of the time.

After starting numerous games and checking the settings, I've discovered the following:

1. I've tried both the Test and Regular versions of the game.
2. It doesn't matter if I go back to the Main Menu and start a new game or if I exit the game completely and start a new game.
3. The values for Black Holes and Nebula are the only ones changing.
4. Every time the game starts, the values in prefs.ini decrease by 1 setting, and those values will be used for the next game.
5. They will decrease until they reach None, then they change to Occasional.
6. They will resume decreasing until they reach None, then they change to Occasional.
7. This cycle of change continually repeats.
8. Starting with Abundant doesn't help. The values will decrease to None, change to Occasional, then begin the cycle.
9. Deleting prefs.ini doesn't help. It continues in the new prefs.ini.
10. I'm not using mods.
