When I click on the map to drag it around, sometimes it selects the Colonisation Minister instead and sucks him out of his assigned slot in the citizen menu and he gets stuck on the map.
He gets stuck there until I open the citizen menu and select a different option to ministers. He then jumps back into his slot when I reselect ministers.
