Offering get from AI on Peace Treaty are seems too much

I would like to report that when i am in advantage and offer a peace to AI, i can nearly get all his trade-able Tech. and resource with 200 credits per month. It seems a bit too much...

Similarly when i offer war to an AI enemy, i can get a lot of Tech. Not sure if it is how suppose to work.
