The capstone movement technology didn't increase my fleet moves, and the capstone manufacturing technology didn't increase my manufacturing.

I was playing the Altarians at godlike, and researched each of those capstones several times, with no effect. My fleets were poking along around 20 moves, while the Minot AI had fleets with moves in the 40s. I assume the capstone was working for them. Similarly, my manufacturing didn't budge.

It is possible that I traded for those capstones before I started researching them. Perhaps that caused the bug.
