Hey there, this may strike you as an odd question, but do you have the "Subspace Streaming" tech? Because in your screenshot it lists "5" as the time/turns to research. Usually once you've researched it, it will say "0" - however, the UI on displaying this has been a little wonky sometimes in past versions of the game (I think it's better now, but it may not be?).
For example, in the above screenshot, my tech-tree viewer says that it will take "0" turns to research this - indicating that I've already done so.
It looks to me like you only have "Subspace Scanning" but not "Subspace Streaming" (ie you can see the streams, but cannot use them).
