I'm playing Beta 0.81. I'm on windows 10, 16GB memory, Radeon Graphics RX570 8GB

In the past, the Galactic Bazar would always offer the 5 main resources mined in space and then 2 additional resources mined on the planets. It you had a minister with enough intelligence, this would expand to 4 of the planet resources.  Below is my minister with what I thought was enough intelligence to get 4 of the planet resources.

The I seem to recall the offering screen shrinking or expanding, not like it is above.  Is this a bug or is this how it is supposed to be now.? 

I tried to look at a past game, but both the Test version and Regular version of the game in my Epic library are at the same release level.  Why would you do this?  Are you done testing??
