Thank you Nirimetus!  Unchecking Translucent Fence backgrounds resolved the issue.

What I think most people were hoping for was the ability to use the transparency feature without the bug, not to disable the feature entirely.

I've had this issue with fences across literally every Windows 10 setup i've ever used with changing backgrounds. Regardless of hardware, multiple desktops, laptops, etc. 

 

Thought it would be resolved by now.

I think it was solved. (Refer to Answer #26), not a problem on my system. I can set my DeskScapes to change wallpaper every 30 second. And Fences has no problem with it. If you still have a problem, please start a new thread and we can assist you from there.. Thank you.
