Modding the United Planets?

Is there any way to mod it so that the United Planets meets more than once a year? I'd like to have them meet once every six months.

If you enable the cheat mode, there is a code to force a UP vote. The vote will happen immediately, but you can trigger it every July 1 (in addition to the regularly scheduled vote).

 

I don't know how (or if) the AI strategises for upcoming UP votes, but using the cheat will not be something for which the the AI can plan.
