I think you're putting malicious intent where there is none.
No, I do not think Google has a malicious intent. They just do not care, so they are not safeguarding what is not valuable to them.
Despite their offerings, Google is really a technology think-tank. A bunch of really smart people making things they think are cool. Unfortunately really smart people don't always think through the ramifications of their actions.
Having worked both sides of the aisle, my favorite saying is that network guys make things available. Security guys make them not available. At google, you have a bunch of "make things available" guys and very few "make them not available". That is what I do not trust.
