I have a ship buiding facility on my home planet and when I que a ship to be produced, the game has a "-1" next to it. The only way to get the ship is to purchase it. What am I doing wrong?

Do you have any factories, and have said factories funded?
Yes, I purchased the factory on the first turn to speed production of other things. What do mean if factory is funded?
