That is something I found weak about Impulse too. I was asking myself the same question about Elemental and some other games, while e.g. Steam always shows you the availiable languages, Impulse unfortunately does not.
I have no idea if GalCiv2 Ultimate ist availiable in german. When Kalypso's Galciv2 Endless Universe came out, german language files were only availiable when installed from CD. I could register EU in Impulse, but installing via Impulse meant to get the english version. Kalypso's version unfortunately was utterly broken, so the only cause I bought Endless Universe from Kalypso instead of buying the AddOns directly from Stardock was kind of a bad joke.
I didn't play for a long time now and when I installed EU via Impulse again a few days ago, I was allowed to choose which language I wanted to install. German installation went fine but one thing for sure, the translation still is some kind of word by word, it doesn't always make sense and often sounds funny, while still not being complete at all. Sad enough, just forget about the german version and play the english original.
I hope, Stardock is developing Elemental with internationalization in mind and will forget about exclusive local distributions (GalCiv 2 DL German from Paradox wasn't all the best, EU German from Kalypso was lousy), but just include language selection with Impulse instead.
If you bought the ultimate edition, nevertheless please report back if german is availiable for installation.
